還規(guī)定了下列內(nèi)容：
強制認(rèn)證不適用于鋁產(chǎn)品制造商每年出于研究和開發(fā)目的進口不超過200公斤的貨物或物品，但條件是：（a）此類進口貨物和物品不得進行商業(yè)銷售，并應(yīng)作為廢料進行處置；（b）制造商應(yīng)保存此類進口貨物或物品的年度記錄，并在政府當(dāng)局要求的情況下，在由其授權(quán)簽字人正式簽署的信頭中提供該記錄。
