ADR是關(guān)于危險(xiǎn)品國際運(yùn)輸（公路）的歐洲協(xié)議，2007.1.1開始正式生效。

ADR協(xié)議是為了確保成員國間對油罐的使用有一個(gè)共同的技術(shù)要求，包括所有歐盟成員國，ADR同樣適用于國家運(yùn)輸。需要注意的是認(rèn)證機(jī)構(gòu)是由該國專門的機(jī)關(guān)指派的，像油罐的運(yùn)輸是由車輛注冊所在國，該國危險(xiǎn)品運(yùn)輸國家管理機(jī)關(guān)指派的。

目前沒有正式的雙邊協(xié)議保證由一國指派的認(rèn)證機(jī)構(gòu)頒發(fā)的證書能確保在另一個(gè)國家被承認(rèn)。

ADR協(xié)議附錄中要求的內(nèi)容也需要注意，關(guān)于車輛的，像尺寸、重量、軸負(fù)荷、剎車系統(tǒng)等的規(guī)定國與國之間都會有所不同，必須在滿足車輛注冊國的要求后才能頒發(fā)ADR證書。
