ADR是關(guān)于危險(xiǎn)品國(guó)際運(yùn)輸（公路）的歐洲協(xié)議，2007.1.1開(kāi)始正式生效。

ADR協(xié)議是為了確保成員國(guó)間對(duì)油罐的使用有一個(gè)共同的技術(shù)要求，包括所有歐盟成員國(guó)，ADR同樣適用于國(guó)家運(yùn)輸。需要注意的是認(rèn)證機(jī)構(gòu)是由該國(guó)專門的機(jī)關(guān)指派的，像油罐的運(yùn)輸是由車輛注冊(cè)所在國(guó)，該國(guó)危險(xiǎn)品運(yùn)輸國(guó)家管理機(jī)關(guān)指派的。
目前沒(méi)有正式的雙邊協(xié)議保證由一國(guó)指派的認(rèn)證機(jī)構(gòu)頒發(fā)的證書(shū)能確保在另一個(gè)國(guó)家被承認(rèn)。
ADR協(xié)議附錄中要求的內(nèi)容也需要注意，關(guān)于車輛的，像尺寸、重量、軸負(fù)荷、剎車系統(tǒng)等的規(guī)定國(guó)與國(guó)之間都會(huì)有所不同，必須在滿足車輛注冊(cè)國(guó)的要求后才能頒發(fā)ADR證書(shū)。
